Central Reuse System Environmental Assessment

Introduction and Project Overview

The Bureau of Reclamation and Bureau of Land Management, on behalf of the U.S. Department of the Interior, plan to develop a Draft Environmental Assessment for the Washington County Central Reuse System, in accordance with the National Environmental Policy Act of 1969. Prior to preparing the Draft Environmental Assessment, Reclamation is conducting a public scoping period from December 23, 2025 through January 23, 2026. Reclamation is seeking input from agencies, Tribes, the public, and other interested parties.

The Central Reuse System will serve the communities of Washington County in southwest Utah. The project would deliver secondary irrigation water supplies and augment potable water supplies by conveying non-potable reuse to municipal and agricultural users in exchange for current outdoor irrigation sources. The source of the non-potable reuse is reclaimed water.

The Central Reuse System is disconnected from and independent of the proposed Eastside Reuse System, which is being evaluated in a separate NEPA process. Both projects will ultimately contribute to Washington County’s overarching Regional Reuse Purification System.

Scoping comments must be submitted to Reclamation by 11:59 p.m. Mountain Standard Time on Friday, January 23, 2026.

To be most helpful, scoping comments should be made considering the following:

  • Be as specific as possible. Tell us exactly what actions you want to see and why.
  • Are there alternatives that should be considered?
  • What issues should we consider in the analysis?
  • Are there effects that should be analyzed?
