Water Rates
As a not-for-profit entity, the district provides water to its customers based on the cost to secure, treat and deliver water. Most of the district’s water is treated to potable standards and sold to its municipal customers, but the district also manages small retail and secondary systems.
Municipal (potable wholesale)
The district’s current municipal wholesale potable water rate is $1.77 per 1,000 gallons. Municipal fees are added to this rate and assessed to water users in a tiered fee structure to encourage conservation, consistent with state law. Given water rates and tier structures vary by municipality, water users are encouraged to visit their city’s website for their full cost of water.
Excess Water Use Surcharge
In addition to existing water rates, fees for high water use will be assessed to users who exceed a monthly water use threshold. The monthly water use threshold is based on the date the user connected to the system. Users who connected to the district’s system prior to January 1, 2023 will be assessed $1 per 1,000 gallons for excess use while users who connected on or after January 1, 2023 will be assessed $10 per 1,000 gallons for excess use. The collected fees will fund conservation initiatives.

Municipal (secondary wholesale)
The district’s current municipal wholesale secondary (untreated) water rate is $1.23 per 1,000 gallons.
Retail
The district provides water service directly to residents in unincorporated county areas in which a municipal water provider is not available. Water users pay a monthly base rate of $15.00 for connections on the Hurricane Valley Water System and $20.00 for connections on Casa de Oro system plus the following rates, based on use:
